Clean, wash and cut the peppers into very small cubes. Cut ham into very small cubes. Drain the corn well in a sieve. Whisk eggs and milk and season with salt, pepper and paprika powder.
Add flour while stirring and work into a smooth dough. Fold in corn, paprika and diced ham. Heat oil for frying. Fry 12 cakes of the corn mixture by the spoonful for about 4 minutes, turning them over.
Drain the cakes on kitchen paper and serve warm.
