Peel and chop the onion and garlic. Heat the oil in a pot and fry the onion until transparent. Add garlic and fry briefly. Add soup vegetables, fry while turning and deglaze with broth. Bring to the boil and season with salt and pepper.
Simmer covered over low heat for about 15 minutes. Add tortelloni and cook over low heat for 1-2 minutes. Meanwhile wash the chives, dab dry and cut into small rolls. Season soup again with salt and pepper and sprinkle with chives. Serve in deep plates garnished with chives as desired
